1. Energy Drinks
Eligible: Red Bull, Monster, Rockstar, Bang, Celsius, Ghost, and most other mainstream energy drinks.
The determining factor is the label. Energy drinks that carry a Nutrition Facts panel are classified as food and are fully SNAP eligible. The only energy drinks that are not eligible are those marketed as dietary supplements carrying a Supplement Facts label.

3. Birthday Cakes and Custom Bakery Items
Eligible: Custom-decorated birthday cakes, cupcakes, sheet cakes, and all bakery items sold cold and packaged for home use.
A cake ordered from the grocery store bakery counter and picked up packaged and cold is fully SNAP eligible. This includes decorated cakes with custom messages, tiered cakes, and specialty bakery items.
Where to buy with EBT: Walmart bakery, Kroger bakery, Publix bakery (famous for their cakes), Whole Foods bakery, Costco bakery, Sam’s Club bakery, and any SNAP-authorized grocery store bakery.
What to check: The cake must be sold cold or at room temperature — not served warm. If the store hands you a hot, freshly baked item on a plate with a fork, that is a different story. A sealed box or container of cake packaged for takeout is eligible.
4. Candy, Chocolate, and Snack Foods
Eligible: All candy, chocolate, gummy products, chips, pretzels, popcorn, crackers, trail mix, granola bars, and snack foods.
Federal rules explicitly do not restrict SNAP purchases based on nutritional value. Candy is as eligible as broccoli under federal law.
Where to buy with EBT: Every SNAP-authorized grocery store, Walmart, Target, Walgreens, CVS, Dollar Tree, Dollar General, 7-Eleven, and most convenience stores. Candy is available everywhere EBT is accepted.

Where to buy with EBT: Any SNAP-authorized grocery store, Walmart, Target, Walgreens, CVS, Dollar stores, convenience stores, and Amazon Fresh for delivery.
What to check: Same state restriction caveat as candy — Utah, Nebraska, West Virginia, and others have soda restrictions. In all other states, soda is fully eligible.

8. Protein Bars and Meal Replacement Bars
Eligible: Clif Bar, KIND Bar, RXBar, Quest Bar, Larabar, and most mainstream protein and nutrition bars sold in the snack aisle.
The rule is the label. Bars with a Nutrition Facts panel are food — eligible. Bars with a Supplement Facts panel are supplements — not eligible.
Where to buy with EBT: Walmart, Target, Costco (multipacks), Whole Foods, Trader Joe’s, Walgreens, CVS, and most grocery stores.

Eligible: Oat milk, almond milk, soy milk, coconut milk, cashew milk, macadamia milk, hemp milk, and all plant-based milk alternatives in any brand or size.
Where to buy with EBT: Every major grocery chain — Whole Foods (365 brand), Trader Joe’s, Walmart (Great Value oat milk), Costco (multipacks of oat milk are particularly affordable), Aldi, Kroger, and Target.
Popular brands eligible: Oatly, Califia Farms, Silk, Ripple, Elmhurst, Pacific Foods, Almond Breeze, and store brands at every major retailer.
10. Cold Coffee Drinks
Eligible: Bottled Starbucks Frappuccinos, canned cold brew, ready-to-drink iced coffee, cold brew concentrate, and all cold packaged coffee beverages sold at room temperature or refrigerated.
Where to buy with EBT: Walmart, Target, Walgreens, CVS, 7-Eleven, grocery stores, and gas station convenience stores. Starbucks bottled Frappuccinos are among the most widely available.
What is NOT eligible: Hot coffee prepared and served at a café, coffee stand, or deli counter. 11. Kombucha
Eligible: Most commercial kombucha brands including GT’s Synergy, Health-Ade, Brew Dr., Humm, and store-brand kombucha.
Kombucha is classified as a beverage food product under SNAP. The exception: brands with an alcohol content above 0.5% ABV technically cross into the alcohol category. Most commercially sold kombucha stays well below this level — check the label if you are buying a specialty or home-brewed variety.
Where to buy with EBT: Whole Foods (large kombucha selection), Trader Joe’s, Sprouts, Walmart, Target, Kroger, and most natural food stores.
12. Vitamins in Food Form

14. Ice Cream and Frozen Desserts
Eligible: All ice cream, gelato, sorbet, frozen yogurt pints, popsicles, ice cream sandwiches, and frozen dessert bars.
Including premium brands — Häagen-Dazs, Ben & Jerry’s, Talenti gelato, and artisanal ice cream pints are all SNAP eligible.
Where to buy with EBT: Any grocery store. Walmart and Aldi offer the best prices. Whole Foods and Trader Joe’s carry premium options all covered by EBT.
15. Seafood — All Types
Eligible: Sushi-grade fish, king crab legs, stone crab claws, oysters, scallops, smoked salmon, and all seafood regardless of price or preparation method — as long as sold cold and packaged for home preparation.

16. Meal Kits and Pre-Portioned Ingredients
