Yes — most coffee is EBT eligible. Packaged coffee sold in grocery stores is fully covered by SNAP. The exception is hot coffee prepared and served at a café or deli counter, which is not eligible under the hot food rule.
The line is simple: EBT coffee purchases are eligible when the coffee is sold cold or unheated and prepared at home. Coffee someone else prepares hot and hands to you is not.

All coffee creamers — dairy and non-dairy — are SNAP eligible. Flavored coffee syrups sold for home use are also eligible.

A hot cup of coffee prepared and served at any café, coffee stand, or drive-through is not SNAP eligible. This applies everywhere — including the Starbucks location inside a grocery store, Target, or Walmart.
- Starbucks hot latte inside Target — not eligible
- Starbucks bottled Frappuccino in Target’s refrigerated section — eligible
The same brand, the same store, two different answers based solely on temperature and whether the coffee is prepared for you or sold packaged.
Hot Coffee from a Gas Station or Convenience Store
Hot coffee from a gas station coffee station or convenience store dispenser is not eligible even at SNAP-authorized retailers. The hot food rule applies regardless of where the store is or what other EBT-eligible items they carry.
Cold packaged coffee drinks sold in the refrigerator section of the same gas station are eligible.
Hot Coffee from a Grocery Store Deli
Grocery store deli coffee bars and café sections that serve hot coffee are not SNAP-authorized for those prepared beverages. You cannot use your EBT card at the coffee bar inside a Whole Foods, Kroger, or Publix.
Can You Buy Starbucks With EBT?
Yes and no — it depends on which Starbucks product you are buying and where.

Can You Buy Coffee at Dollar Tree or Dollar General With EBT?
Yes. Both Dollar Tree and Dollar General are SNAP-authorized retailers and carry instant coffee, ground coffee, creamers, and packaged cold coffee drinks — all eligible with EBT. The selection is more limited than a grocery store, but prices are very competitive, especially for instant coffee and single-serve packets.
Can You Buy Coffee on Amazon With EBT?
Yes. Amazon Fresh and Whole Foods Market online (through Amazon) accept EBT for grocery delivery and pickup. You can order any SNAP-eligible packaged coffee product — ground coffee, K-Cups, cold brew concentrate, instant coffee, and bottled coffee drinks — using your EBT card.
