Does Starbucks Take EBT?

No — in almost all cases, Starbucks EBT payment is not accepted for drinks or food purchased at the counter. This applies whether you are at a standalone Starbucks location, a Starbucks inside a grocery store, or a Starbucks kiosk inside Target or another retailer. However, this does not mean Starbucks products are entirely off-limits to SNAP recipients — many packaged Starbucks products sold in grocery stores are fully EBT eligible.

This guide explains exactly why Starbucks EBT drinks purchased at the counter are excluded, which packaged Starbucks products you can buy with EBT, and the one narrow exception where Starbucks purchases might be covered.

Why Starbucks Cafe Purchases Are Not EBT Eligible

SNAP benefits are restricted to food intended for home preparation and consumption. Federal SNAP rules specifically exclude:

  • Hot prepared food and beverages — any hot drink, including hot coffee, tea, or espresso drinks, is excluded because it is hot at the point of sale
  • Food and drinks intended for immediate consumption — even cold Starbucks beverages made to order at the counter (a cold brew, an iced latte, a Frappuccino blended in-store) generally fall outside SNAP eligibility because they are prepared and sold for immediate consumption, similar to a restaurant transaction
  • Restaurant-style transactions generally — SNAP is designed for grocery purchases, not restaurant or café service, and Starbucks operates as a café/restaurant model

This means virtually nothing ordered at a Starbucks counter — hot or cold, drink or food — is covered by SNAP benefits, regardless of which specific Starbucks location you visit.

Starbucks Inside Grocery Stores, Target, and Other Retailers

Many grocery stores and retailers like Target and Kroger have an in-store Starbucks kiosk or café. The same rule applies regardless of location — if you are ordering a made-to-order drink or food item from the Starbucks counter, it is not SNAP eligible, even though you are technically inside a store that otherwise accepts EBT for groceries.

This is a common point of confusion: shoppers assume that because the surrounding store accepts EBT, the in-store Starbucks does too. It does not. The Starbucks counter operates under café/restaurant rules regardless of what retail environment it is physically located within.

What Starbucks Products ARE EBT Eligible

While the café itself is off-limits, Starbucks-branded packaged products sold in the regular grocery aisles of a store are treated as standard grocery items and are fully SNAP eligible:

Bottled and Canned Cold Coffee Drinks

  • Starbucks Frappuccino bottled drinks (all flavors) — sold cold in the refrigerated grocery section
  • Starbucks Doubleshot canned espresso drinks
  • Starbucks Cold Brew cans
  • Starbucks Nitro Cold Brew cans

These are packaged, sold cold, and intended for home consumption — meeting the standard SNAP eligibility test the same as any other cold beverage.

Packaged Coffee for Home Brewing

  • Starbucks K-Cups — SNAP eligible
  • Starbucks bagged ground coffee and whole bean coffee — SNAP eligible
  • Starbucks Via instant coffee packets — SNAP eligible

Where to Buy Eligible Starbucks Products

Walmart, Target (in the grocery aisles, not at the in-store café), Costco (K-Cups and bagged coffee in bulk), Kroger, and virtually any grocery store carry these packaged Starbucks products in their regular beverage and coffee aisles — completely separate from any in-store Starbucks café counter.

The One Exception: Restaurant Meals Program

A small number of states operate a Restaurant Meals Program (RMP), which allows specific SNAP recipients — those who are elderly, disabled, or homeless — to use their EBT card at approved participating restaurants. In states with an active RMP and where Starbucks specifically participates as an approved restaurant, qualifying recipients could potentially use EBT at that Starbucks location.

This is narrow and uncommon. RMP participation varies significantly by state and by individual restaurant, and Starbucks participation in RMP is not standard or guaranteed even in states with an active program. Contact your state SNAP office to confirm whether RMP is available in your area, whether you qualify under the elderly/disabled/homeless criteria, and whether any specific Starbucks location near you participates.

What About Starbucks Food Items?

The same rule applies to Starbucks food items sold at the café counter — sandwiches, pastries, protein boxes purchased fresh from the display case for immediate consumption are generally not SNAP eligible, following the same prepared/restaurant-style exclusion that applies to the drinks.

Some Starbucks locations sell packaged grab-and-go items that are technically sold cold and might be closer to a standard grocery product, but because the transaction occurs within the café/restaurant service model, these are generally treated the same as other café purchases and are not reliably EBT eligible. If in doubt, ask before attempting to pay with your EBT card.

Practical Tips for SNAP Recipients Who Want Starbucks Products

Buy the bottled or canned version instead of ordering at the counter. If you want a Starbucks Frappuccino, buy the bottled version from the grocery aisle rather than ordering one made fresh at the café — the bottled version is EBT eligible, the made-to-order one is not.

Brew Starbucks coffee at home. Purchasing Starbucks K-Cups, ground coffee, or Via instant packets and preparing them at home is fully SNAP eligible and can replicate much of the café experience at a fraction of the cost, paid entirely with your EBT benefits.

Check for RMP eligibility if applicable. If you are elderly, disabled, or homeless and live in a state with an active Restaurant Meals Program, ask your SNAP office whether any Starbucks locations near you participate.

FAQs

Can you use EBT at Starbucks?

No, not for drinks or food ordered at the café counter, at any Starbucks location — standalone, inside a grocery store, or inside a retailer like Target. Made-to-order hot and cold beverages are excluded under SNAP’s hot food and prepared food rules.

Does Starbucks take EBT for drinks?

No. Starbucks drinks — hot or cold, made to order at the counter — are not SNAP eligible. However, pre-packaged cold Starbucks drinks like bottled Frappuccinos and canned cold brew, sold in the regular grocery aisle, are EBT eligible.

Can I buy Starbucks coffee beans with EBT?

Yes. Starbucks bagged ground coffee, whole bean coffee, K-Cups, and Via instant coffee packets sold in grocery stores are all SNAP eligible, since they are packaged food products intended for home preparation.

Why doesn’t EBT work at the Starbucks inside my grocery store?

The in-store Starbucks operates under café/restaurant service rules regardless of the surrounding store’s EBT acceptance. Even though the grocery store itself accepts EBT for regular purchases, the Starbucks counter specifically does not, because it sells made-to-order food and beverages for immediate consumption.

Is there any way to use EBT at Starbucks?

In a small number of states with an active Restaurant Meals Program, elderly, disabled, or homeless SNAP recipients may be able to use EBT at a participating Starbucks location, if that specific location participates in the program. This is uncommon — check with your state SNAP office for current RMP availability and participation.

Summary

Starbucks cafes do not accept EBT for drinks or food ordered at the counter, regardless of location, due to SNAP’s hot food and prepared food exclusions. However, packaged Starbucks products sold in the regular grocery aisle — bottled Frappuccinos, canned cold brew, K-Cups, and bagged coffee — are fully EBT eligible and offer a SNAP-friendly way to enjoy Starbucks products at home.
