Can You Buy Dog Food With Food Stamps?

No — you cannot buy dog food with food stamps. Pet food is explicitly excluded from SNAP — dog food EBT purchases are not allowed because pet food is not intended for human consumption. This applies to all pet food — dog food, cat food, bird seed, fish food, and any food product made for animals.

This is one of the clearest exclusions in the SNAP program. Unlike the hot food rule, which has nuances and exceptions, the pet food rule is absolute — no exceptions exist at the federal level.


Why Pet Food Is Not EBT Eligible

SNAP covers food for human consumption. The federal definition of eligible food under SNAP explicitly requires that items be intended for human use. Pet food, by definition, is manufactured and sold for animal consumption — not human consumption — and therefore falls completely outside the program’s scope.

Pet food EBT eligibility does not exist at any level — the exclusion applies regardless of:

  • What type of pet you have (dog, cat, fish, bird, rabbit, hamster)
  • What brand of pet food (budget brands and premium brands are equally excluded)
  • Where you buy it (pet stores, grocery stores, Walmart, Amazon — all excluded)
  • How the pet food is packaged or labeled

If the product is marketed and sold as food for an animal, it cannot be purchased with SNAP benefits.


What Counts as Pet Food Under SNAP Rules

All of these are not EBT eligible:

Dog food:

  • Dry kibble (all brands — Purina, Blue Buffalo, Hills Science Diet, Iams, Pedigree, Royal Canin)
  • Wet canned dog food
  • Dog treats, chews, and dental sticks
  • Freeze-dried raw dog food
  • Prescription veterinary diets for dogs

Cat food:

  • Dry cat food (Meow Mix, Fancy Feast, Purina Cat Chow, Royal Canin)
  • Wet canned cat food
  • Cat treats

Other pet food:

  • Bird seed and wild bird feed
  • Fish food and fish flakes
  • Hamster and small animal food mixes
  • Reptile food

Pet supplements and treats:

  • Dental chews
  • Vitamin supplements for pets
  • Calming treats
  • Joint supplements for dogs and cats

None of these can be purchased with EBT under any circumstances.


What About Live Fish — Is That EBT Eligible?

Here is a genuine exception that surprises many people: live fish sold for human consumption is SNAP eligible. If you go to a seafood counter or Asian grocery store and purchase a live tilapia, live catfish, or live carp intended to be eaten, that purchase is SNAP eligible.

However, fish sold as pets — goldfish, bettas, tropical fish sold in the aquarium section — are not eligible because they are sold for pet ownership, not human consumption.

The same distinction applies to live shellfish: live lobster and live clams sold for eating are eligible; fish sold as pets in the aquarium aisle are not.


What About Baby Formula for Pets?

Occasionally, people ask whether puppy milk replacer or kitten milk replacer — products that look similar to infant formula — can be purchased with EBT. The answer is no. Even though these products physically resemble infant formula, they are manufactured for animal consumption and are not SNAP eligible.

Human infant formula is fully SNAP eligible. Animal formula replacers are not.


Where to Get Affordable Pet Food If You Cannot Use EBT

Since EBT cannot be used for pet food, here are resources and options for SNAP households with pets:

Pet Food Banks and Pet Pantries

Many food banks now include pet food programs or partner with pet food banks. These programs provide free pet food to low-income households without any income test or application process.

How to find them:

  • Search “pet food bank near me” or “pet pantry near me”
  • Call 211 — dial or text 211 from any phone to connect with local assistance programs including pet food resources
  • Contact your local humane society or animal shelter — many run pet food assistance programs
  • Feeding America member food banks — many now include pet food in their distributions

The Petco Foundation and PetSmart Charities

Both Petco Foundation and PetSmart Charities fund local pet food assistance programs through animal shelters and pet pantries. Contact your nearest Petco or PetSmart store and ask about their local community pet food assistance resources.

Reduced-Cost Pet Food Programs

  • Dollar Tree and Dollar General: Carry basic pet food at $1.25 per can or small bag — among the lowest prices available for conventional brands
  • Aldi: Carries private-label pet food at competitive prices
  • Walmart Great Value brand: Lowest per-serving cost among major retailers for dry dog and cat food
  • Costco Kirkland brand: Excellent value for larger households or multi-pet households buying in bulk

Veterinary Assistance Programs

If cost of pet care — not just food — is a concern, many veterinary schools offer low-cost or free care. The ASPCA, Humane Society, and local shelters often maintain lists of low-cost veterinary resources in each area.


What Non-Food Items Cannot Be Bought With EBT

Pet food is part of a broader category of non-food and non-human-food items excluded from SNAP. For reference, here is what else cannot be purchased with EBT:

Can you buy dog food with EBT?

Can you buy cat food with food stamps?

No. Even though Amazon accepts EBT for SNAP-eligible groceries, pet food is not eligible regardless of where it is sold. Amazon’s checkout system automatically excludes non-SNAP items including pet food from EBT payment.

Is bird seed EBT eligible?

No — not when sold as pet bird feed. Wild bird seed for feeding birds in your yard and pet bird food are both not SNAP eligible. The only exception would be seeds sold for human consumption (such as sunflower seeds or hemp seeds in the food aisle for snacking), which are eligible as food products.

Can a household with pets get more SNAP benefits to cover pet food costs?

No. SNAP benefit amounts are calculated based on household income, size, and human food needs — pet food costs are not factored in. There is no adjustment or supplement for households with pets.

Where can I get free pet food if I receive food stamps?

Local pet food banks, humane societies, animal shelters, and food bank pet programs provide free pet food to low-income households. Call 211 or search for “pet food bank” in your area to find local resources.
