How to Activate Your EBT Card

When your EBT card arrives in the mail, it is not ready to use yet. You need to activate it first and create a PIN before you can make any purchases. The process takes about two minutes and can be done by phone, online, or through your state’s app.

This guide walks through every activation method, what to do if activation fails, and how to set a secure PIN.

When Does Your EBT Card Arrive?

After your SNAP application is approved, your EBT card arrives by mail within 5 to 10 business days. The card is mailed to the address on your application — make sure your address is current before your application is processed.

The envelope typically looks like a plain white mailer. The card inside looks like a standard debit card with your state’s logo, the Quest network logo, and an expiration date printed on the front.

If you have not received your card after 10 business days from your approval date, contact your state SNAP office. For a list of state SNAP numbers, see our EBT phone number directory.

What You Need Before Activating

Before you call or log in to activate your card, have these ready:

  • Your EBT card (the physical card that arrived in the mail)
  • Your Social Security number or case number
  • Your date of birth

You do not need your caseworker’s number or any paperwork from your approval notice — just the card itself and basic identifying information.

How to Activate Your EBT Card by Phone (Most Common Method)

The most common way to activate an EBT card is by phone. Every state provides a toll-free activation number — it is printed on a sticker on the front of your card when it arrives.

Step 1: Find the activation phone number on the sticker on the front of your card. It is different from the customer service number printed on the back.

Step 2: Call the number. The line is automated and available 24 hours a day, 7 days a week — including weekends and holidays.

Step 3: When prompted, enter your 16-digit card number. This is the long number across the front of the card.

Step 4: Verify your identity by entering your date of birth, Social Security number, or case number — whatever the system asks for.

Step 5: Create your 4-digit PIN when prompted. You will be asked to enter it twice to confirm. Choose a PIN that you will remember but that is not obvious — avoid your birthday, address numbers, or simple patterns like 1234.

Step 6: The system confirms your card is active. You can now use the card immediately.

The whole call takes about two minutes. If you make a mistake entering your PIN, the system usually lets you try again. If the system locks you out, wait 24 hours and call back.

How to Activate Your EBT Card Online

Several states allow you to activate your EBT card through their online benefits portal. This is useful if you prefer not to call or cannot reach the phone line.

Step 1: Log into your state’s benefits portal. If you applied online, you already have an account. If not, register using your case number or Social Security number.

Step 2: Look for a section labeled “Manage My EBT Card,” “Card Management,” or “Activate Card.”

Step 3: Enter your card number and follow the prompts to verify your identity.

Step 4: Create your PIN online using the portal’s secure interface.

Not all states offer online activation — check your state portal to see if this option is available. If it is not listed, use the phone method.

How to Activate Through Your State’s App

Many states have mobile apps where you can activate a new card directly from your phone. Common apps include:

  • Your Texas Benefits (Texas)
  • MyACCESS (Florida)
  • MI Bridges (Michigan)
  • BenefitsCal (California)
  • ABE Mobile (Illinois)

Open the app, log in to your account, and look for a card management or card activation option. The process is the same as the online portal method — enter your card number and create a PIN.

How to Activate at an ATM or Store Terminal

Some states allow you to activate your EBT card directly at a participating ATM or store checkout terminal. Insert your card, and when prompted for a PIN, the system will recognize it is a new card and walk you through the activation and PIN creation process on screen.

This method is less common and depends on whether your state’s EBT system supports it. If activation at an ATM does not work, use the phone method.

Creating a Secure EBT PIN

Your PIN is the only thing protecting your benefits from unauthorized use. A weak PIN is one of the main ways benefits are stolen. When creating your PIN:

Do choose:

  • A random 4-digit number that is not meaningful to you publicly
  • Something you can remember without writing it down
  • A number you have not used for other cards or accounts

Do not choose:

  • Your birthday (month and year, or day and month)
  • Your address numbers
  • Sequential numbers (1234, 4321)
  • Repeated digits (1111, 2222)
  • The last 4 digits of your Social Security number

Change your PIN regularly — at least every few months. EBT skimming devices can capture your PIN if they are installed on card readers. Changing your PIN frequently limits the window thieves have to use stolen information.

To change your PIN at any time, call the customer service number on the back of your card or log into your state’s portal.

Activation Troubleshooting

The activation number is not working

Try calling again — automated phone systems occasionally experience brief outages. If the number on the sticker does not connect, call the customer service number on the back of the card and ask a representative to assist with activation.

The system says my card is already active

Your card may have been activated automatically by your state when it was mailed, which some states do. Try using your card at a store or ATM to check. If you have never set a PIN, visit an ATM or call customer service to set one.

I cannot remember the PIN I just created

Call the customer service number on the back of your card and follow the prompts to reset your PIN. You will need to verify your identity with your Social Security number or case number. After resetting, you create a new PIN immediately.

My card was locked during activation

If you enter incorrect information too many times during activation, the system may temporarily lock your card. Wait 24 hours and try again. If the lock persists, call customer service.

I never received my EBT card

If your card has not arrived after 10 business days from your approval date, contact your state SNAP office. They can check whether the card was mailed and to what address, and can issue a replacement if needed. A replacement card typically arrives in 5 to 7 business days.

After Activation: What to Do Next

Once your card is active and your PIN is set, here are the immediate next steps:

Check your balance. Call the number on the back of the card or log into your state’s portal to confirm your current benefit amount is showing. Your first deposit may already be on the card or will arrive on your assigned monthly deposit date.

Sign the back of the card. Sign your name in the signature strip on the back — some retailers require this.

Save the customer service number. The number on the back of your card is your main contact line for lost cards, PIN resets, balance checks, and stolen benefit reports. Save it in your phone.

Download your state’s EBT app. Most state apps let you track your balance in real time and alert you when new benefits are deposited each month.

Know where to shop. Your card works at any store displaying the Quest logo. Most major grocery chains, Walmart, Target, Aldi, and Costco all accept EBT. Online ordering through Amazon Fresh and Walmart.com is available in most states.
